Abstract

An Outstanding characteristic of child welfare services in the country is the gap that is often found to exist between policies and schemes as conceived and their actual execution in the field. it would, therefore, be worthwhile to study in some depth the workings of an agency which has evolved a structure and procedures enabling objectives to the translated into action with a fair degree of success. A small voluntary agency with a scattered programme functioning in urban areas, Mobile Creches (Delhi and Bombay), provides such an example.
