The Special Library Programme at the M S Swaminathan Research Foundation (MSSRF) has worked with public libraries from India and South Asia to transform themselves as community innovative change-makers, and act as catalyst to transform their libraries as community knowledge hubs. The foundation spearheads INELI worldwide model in South Asia, for the public librarians.

The Story

For many eras, libraries have acted as space for those who were intellectually keen to read, learn, reflect and grow. It has always been a place for every individual in a community who can access information through books, learn to improve their skills, gain information, knowledge and gather insights, can stay connected with news, trends, and take informed decisions. Review of Indian history would indicate that libraries have been instrumental in establishing intangible patterns of information access whenever possible to support progressive thinkers.

Public Libraries has space for the common man, for eons, has been seen in the lens of book borrowing and lending system and is yet to be envisioned as a learning hub for everyone.

That said, globally, Public Librarians have felt the urgent need to redefine and accelerate their libraries as engines for development. The global library program had seeded the idea of building a network of community library trailblazers through The International Network of Emerging Library Innovators (INELI), across 8 regions. INELI as a dynamic leadership program has nurtured librarians to see their roles are visionary, drivers, engineers and builders of community development through innovative services. It has propelled the thinking of more than 60,000 librarians capable of acting as community torch-bearers, thereby bring a literate, well informed and connected community that supports one another, at all times.

The Special Library Program

The foundation was a recipient of grants from the Bill and Melinda Gates Foundation and NASSCOM Foundation, for strengthening librarian’s leadership capacities and reposition libraries as lifelong knowledge centers for one and all. By design the initiatives focused on strengthening leadership abilities, thinking out of box, initiate services and envision libraries for community development.

Synergies and Leveraging opportunities: Two key aspects, understanding community needs, delivery of information-based services and demonstrating the IFLA’s UN-SDGs, can further development in public libraries. These were weaved in, as globally, public libraries are seen as neutral spaces, enhancing access to information and is a fundamental human right[1] as per Goal 16 of UN-SDGs.

International Network of Emerging Library Innovators (INELI) India and South Asia

Building librarian leadership for community development through new innovative services as events, activities and projects, requires learning programs adapting 21^st Century librarian’s skills. It also requires exposing librarian to the realities of the leadership and their engaged in redefining library spaces as a continuous learning centre for all.

INELI – India and South Asia was a comprehensive capacity building program, a global model that benefitted more than 70 public librarians in South Asia. This model equipped the selected librarians to graduate as library innovators through their participation in the online coursework and in person convening’s required to support continuous learning. The open source e-platform was built to bring in multitude of changes in the way librarians, think design, innovative and create learning opportunities for their target groups beyond books.

A network of trailblazing innovative library leaders for South Asia, now formal graduates of the INELI India and South Asia project, have formulated a Foundation – Asia Network of Library Innovators’ Foundation (ANLiF). The foundation aims to empower librarians and act as enablers for catalyzing changes in the library field of this region.

MSSRF spearheaded the INELI India and South Asia, an adapted model from the global library program of the Bill and Melinda Gates Foundation. Since 2015, 3 Cohorts were conceived having 74 public librarians from 6 South Asian countries (Sri Lanka, Nepal, Myanmar, Bangladesh, India, and Maldives).

Repositioning Indian Public Libraries are Life Long Knowledge Centre’s

INELI Innovators took to action to “Repositioning and Strengthening the Public Libraries in India, as community-led knowledge and learning centre’s”. The selected INELI Innovators of India have fostered and enhanced their own libraries by designing and creating innovative knowledge-based services for building sustainable vibrant community-oriented libraries. 50 public librarians from 19 States have adopted a consultative, needs based approach for meeting information, educational and learning needs of diverse communities.

For more than two years, they have been actively introducing diverse services and activities in their libraries. Many librarians are facilitating local partnerships, for delivering services in their libraries. They are also building bridges, with schools, colleges, local institutions to enhance access to information to one and all. The major achievements through this process, is captured in this 30 years poster developed in 2019, on the 30 years journey on “Empowering Knowledge Societies”.

Repositioning of India Public Libraries as Knowledge Centre’s

Overall aim: Repositioning and Strengthening the Capacities of the Public Library to community-led Knowledge and Learning Centre’s in India, with library professional having leadership and mentoring skills to facilitate information and knowledge exchange with their community.

Approach

A reflective learning approach was adopted wherein one had to Observe, Orient, Decide and Act were the key steps taken to improve the learning curve of the librarians. The learning system was strengthened by leveraging on feedbacks received from all participants in the program.

A multidisciplinary group was engaged, when required to ensure that aspects of leadership, and understanding on key concepts and the know-how was shared repeatedly to support the librarians to learn on the significance of UN-SDGs and Community Development through innovative services.

Project Activities

INELI India & South Asia is transformational e-learning leadership and innovative coursework specifically designed to nurture a network of librarians as emerging Innovative Community Leaders of Public Libraries. This program provides an opportunity for the librarians to develop their knowledge, attitude, and skills for enhancing their inner leadership qualities through a variety of learning environments and networking events over a period of 20 months. Through the work, librarians must aim at reposition public libraries as critical community assets to drive community development through knowledge and information services.

Online Learning and Convening as platforms for creating transformation

Build Leadership Skills: The innovators have completed the online coursework using MOOC platform which has allowed them professionally learn on the importance of having 21^st century librarians skills, understand and build their Knowledge, Attitude and Skills needed to lead change and bring about innovation in their libraries.
Develop Innovative Services: The innovators have participated in online and offline sessions on aligning services with UN-SDGs, tapping into opportunities for partnership, identify communities needs and evolved local services.
Network Development: The Innovators have built their network for this region and is currently the South Asian Regional Network. The transition committee shall continue to hold the legacy and shall sustain the efforts of this model for this region. They are registering the Network as Asia Network of Library Innovators’ Foundation (ANLiF). They shall tap into opportunities and act as a platform to support other librarians, share their experiences and build the platform to strengthen the library field of South Asia. Convenings: The Innovators of each Cohort have had the opportunities to meet face-to-face nationally and internationally. Convening’s brought together voices and experiences of librarians, mentors, and stalwarts in the field of library from cities of Chennai & Tiruchirappalli – India, Melbourne – Australia, Kerala – India, and Singapore. The convening were designed to support knowledge sharing, through cross learning, introducing exemplars breaking the barriers, despite challenges and lack of resources and making each library useful for the public and serving its vision.
Virtual Dialogue Series: Due to Pandemic, the model was reworked on virtually to fulfil learning needs of the South Asia Public Librarians. Dialogue series unfolded as a Virtual Meet with Global Library Leaders and Virtual Café Conversation – Walk the talk with Global Library.

The cycle of the development and welfare outreach could be analyzed where in online and face-to-face capacity building has allowed librarians to experience; learn and feel empowered and has provided them with the innovative ideas. It has in turn helped them in reaching out to the society and also in promoting the SDGs.
The model has enhanced leadership capacity of librarians, improved soft and technical skills of the selected professionals and their associated library staff across 19 states in India is becoming very evident.
Recognition of the librarians as potential innovators and change-makers in the library field, which is evident through the awards received by them, post participation in INELI India and South Asia model. Throughout 37 libraries, librarians have organised outreach programme to a wider group of citizens like the, early literacy for toddles, children, adults, senior citizens, marginalized, and differently-abled.
It is very much evident, that public libraries are no longer hubs for book lending and borrowing but rather a medium to promote inclusive growth and development.
A framework for Community centered Interactive Public Library for scaling up would eventually fall into place.
The digital infrastructure of 50 libraries in 22 states was enhanced and strengthened to improve social and economic development.
Three libraries have introduced ICT enabled innovative services to support the farmers like Plant Clinic, Phone-in-a-Query, Tele-Health, and programs to improve Digital Literacy.
Two libraries from the districts of Tamil Nadu (Villupuram and Pudukkotai) have been integrated as a part of the hub and spoke model of the library system
